CAM Epidemic Prevention Working Group 3rd Meeting to Well Prepare for the Resumption of Works

CAM Epidemic Prevention Working Group held  the 3rd meeting on 17th February, during which the progress of the epidemic prevention works has been updated, and the adjustment as well as the preparation coped with the environmental variation have been discussed. The COVID-19 Response and Coordination Center announced in the press conference held on 16th February that Macau hasn’t emerged new infected cases for 12 days consecutively, the general prevention and control works have taken effect, and the public sector has resumed the essential services from 17th February. Macau International Airport (MIA) is as well planning to get ready for the resumption of works.

Dr. Deng Jun, Chairman of the Executive Committee of CAM has mentioned in the meeting, during the period from 1st to 16th February, 2020, the number of passengers and aircraft movement of Macau International Airport (MIA) have dropped 90% and 70% respectively.  However, staffs of MIA should continue to follow up the guidelines and requirements of the government and CDC to make good epidemic prevention and control measures, persist the mission of the company “Safety, Efficiency & Effectiveness”, ensure the safety of passengers and flights, maintain smooth operation between various departments, subsidiaries, contractors, sub-concessionaries, and different government agencies that stationed in the airport to ensure the effectiveness of the joint prevention measure.  Management of respective units should thoroughly understand the job of the front line and make necessary adjustments according to actual situation, report and communicate in a timely manner with clear communication channels.  To restore and consolidate the three traditional markets in the shortest time, actively explore new markets and launch the series of incentive policies as soon as possible.  For infrastructure projects, handle according to priority, the important projects will be prioritized.  To maintain “run in small steps” and also ensure the large projects are accelerated, to chase back the time under the premise of safety and quality.  Business development should be adjusted and improved according to the government's requirements and development direction, to develop with creativity and technology, exert team spirit and adjust all positive factors.  Due to the impact of the new coronavirus, there has been a significant decline in flights and passengers, which directly affect the company's revenue goals, in order to minimize economic losses, measure should be taken to control daily expenses, and support the company to launch a series of incentive policies after the epidemic prevention situation has been improved, to stimulate the recovery of the market and encourage the airport commercial activities to recover gradually.  Each department should make an assessment of the epidemic prevention measure in a particular period, to summarize the outstanding people, incidents and experience.  The contingency working group will give commendations to the outstanding people or departments based on the recommendations of respective departments and units.

Director of Planning and Commercial Development Department Ms. Winnie Hsu briefly introduced operational status of the present tenants and operators, Director of Marketing Department Mr. Eric Fong also analysed the current aviation market, both of the Directors proposed incentive plans which will be reviewed together with Director of Finance and Administration Department Ms. Grace Cheang and Director of Legal Department Mr. Anthony U, in order to synthesize the plans with company’s financial state and legal advices before publicizing the conclusion after obtaining the approval from the top management.

Along with Macau SAR Government, CAM has resumed the essential operation this week due  to which rigorous epidemic preventive measures have been in-place. Apart from limiting the number of staffs in the public space and adopting flexible working schedules, anyone that accesses into CAM building must produce the health declaration and take the temperature check, and working meals have been arranged for both office and frontline staffs on duty. Staffs working in  MIA  are required to check temperature on their own, whoever gets temperature above 37.5 is not allowed to enter into the working area,  and the relative cases must be  reported to the superior; meanwhile, the meetings are being replaced maximumly by video conferences, telephone or online communications in order to minimize the gathering.

Director of Airport Operations Department Mr. Antonio Barros mentioned that the scale of disinfection has been continuously expanding with all the seats, loading bridges, rubbish collecting chambers, drainages and trolleys included, meetings have been held with all airport operating units to discuss about the preventive measures and staff arrangements so as to  conform to Macau SAR Government’s requirement as well as to the airport service delivery continuity; meanwhile, the updated bulletin announced by Government have been uploaded to MIA’s electronic kiosks and Flight Information Display System.

According to Deputy Director of Infrastructure Development Department (IFD) Ms. Mandy Sio, though there are no resumed projects at present, part of the processable projects could be considered to actuate. Later after meeting, IFD further reported that the contractor planned to resume limited on-site works on 18th Feb after their resumption plans and the risk assessment over the South Expansion Project were scrutinized by the supervising company. The workers that have stayed in Macau over 14 days will embark on the dismantlement works, installation of epidemic prevention equipment and some explorative activities, both the supervising company and the contractor have been reminded of the epidemic preventive measures, wearing masks, attention  to cleaning and daily submission of health declaration etc.

Director of Executive Committee Office Ms. Katy Lo and Director of Corporate Communication & Policy Research Office Ms. Vicki Mou conducted respective briefings on the coordination works and surveillance of the public opinions, which enabled the working group to further understand the situation and to be fully aware of the information.
