CAM Epidemic Prevention Working Group 6th Meeting Preparation on Operation Recovery

In response to the epidemic situation, local conditions and industry recovery, Macau International Airport Company Limited (CAM) convened the CAM Epidemic Prevention Working Group 6th meeting on 27th May 2020 to follow up the situation discussed in the fifth meeting, update the progress of the epidemic prevention work and the recovery plans.

Chairman of the Executive Committee Dr. Deng Jun hosted the meeting, Executive Directors Mr. Chu Tan Neng, Mr. Kan Cheok Kuan, Mr. Lei Si Tai and Mr. Leung Henry Yee Hang and related Department Directors has joined and reported on the working progress. Until 25th May, MSAR Government announced that no new confirmed cases for 47 consecutive days. The Two Sessions are in progress in Beijing, schools are resuming classes in succession in Mainland China. These show that the outbreak of COVID-19 in Mainland China is gradually under control and social life starts to recover. The International Air Transport Association (IATA) announced five principles for re-connecting the world by air transport.: airlines should always put safety and security first; airlines will respond flexibly as the crisis and science evolve; aviation industry will be a key driver of the economic recovery; aviation industry will meet its environment targets; and aviation industry will operate to global standards which are harmonized and mutually recognized by governments. According to news from CARNOC on 15th May, the movement of civil aviation flights was 10,262 on the day, returning to about 60% before the epidemic, with 67.5% passenger load factor. The Civil Aviation Administration of China (CAAC) requires strictly on airport ventilation and disinfection, body temperature measurement, baggage disinfection, and protection on front-line staffs, with zero tolerance for any hidden safety hazards. The Tourism Development Committee of MSAR convened the first Plenary Meeting on 19th May 2020 and introduced the plan on reviving Macao’s tourism industry made by Macao Government Tourism Office (MGTO). The plan will be conducted at three stages: at the first stage, the Office will activate a scheme to support advanced promotions carried out by local trade or conducted overseas; at the second stage, in accord with the course of the pandemic, the Office will unfold promotional measures and provide free half-day tours for overnight visitors after border control measures are lifted in some regions; at the third stage, the Office will formulate recovery schemes in accord with the progress of recovery in international markets, providing preferential measures for transportation networks such as airline, ferry and border-crossing bus, etc.

Follow up to the requirement in the fifth meeting, the Marketing Department (MKD) has completed research to provide new relief policy to airlines that are still operating during the epidemic period. MKD claimed that airlines are ready to resume flights, however, due to the impact of anti-epidemic policies in different places, it is difficult to achieve a balance of revenue and expenditure. The Planning and Commercial Development Department also completed the investigation into 21 sub-concessionaires, most of them would like CAM to continue granting relief policy so that they can maintain basic services at airport. Though CAM is undergoing a continuous operating losses for several months, we will comprehensively consider all factors and fully support airlines and sub-concessionaires to overcome the difficult times together.

As aircraft movement and passengers flow has dropped sharply, CAM has started various projects and optimization work, strengthen and implementation on facility maintenance, coordinate the cleaning company to carry out daily disinfection in and outside the passenger terminal building. Now we have started to review on the management flow after resumption, including posting signs to maintain social distance and optimize the existing passenger flow to keep good passenger's sanitary environment.

All relevant units of the airport are required to continue to follow the government's guidelines on anti-epidemic and anti-epidemic work, according to the above situation, do a good job of anti-epidemic measures at the airport, and block the anti-epidemic loopholes. We must have a sense of crisis, overall situation, and anti-epidemic awareness. Full implementation of the company's core value "Safety, Efficiency, and Effectiveness", prepare well for resuming flights, especially in improving the passenger service attitude of the gateway airport, enhancing the level of business work, and the efficiency and quality of security work. At the same time, sub-concessionaires should ensure to provide safe, fast and convenient high-quality services to airlines and freight forwarders.
