Macau International Airport Undergo Closed-loop Management Plan

The global epidemic situation is complex and volatile presently and the pressure on defensing foreign input continues to rise. Macau International Airport Company Limited (CAM) actively coped with the requirements of the Civil Aviation Administration of MSAR (AACM), and coordinated with relevant units to formulate closed-loop management planning for personnel in high-risk positions at the airport to further strengthen the pandemic prevention and control work at international air gateway. In terms of the site selection of closed-loop accommodation, considering risk management and cooperative convenience, the General Aviation Maintenance Hangar was initially selected as an option for the closed-loop management residence after site inspection by CAM Management and discussions with the authorities. CAM Airport Operations Department (AOD) submitted the corresponding renovation plan forthwith and has the project commenced immediately after approval and completed within 2 weeks. On the morning of 24th January 2022, AACM and the Center for Disease Control and Prevention (CDC) held a coordination meeting with CAM Airport Operations Department (AOD) for the implementation details and facility arrangements of the closed-loop management measure and paid visit to the closed-loop area to inspect the relevant operation procedures and prevention facilities while assessed the relevant measures has fulfilled the conditions of closed-loop implementation, which is expected to be officially implemented starting from 00:00 29th January 2022.

The target group of closed-loop management is all personnel who are responsible for handling arrival flights outside China (included Hong Kong region and Taiwan region) and high-risk flights defined by Health Bureau (SSM), including personnel have direct or close contact (distance within 2 meters) with passengers or flight crew from high-risk flights; those who have direct contact with unsterilized aircraft, cargo (included luggage), wastes, and unsterilized facilities and equipment used by passengers, flight crew and cargo transfer on high-risk flights. The closed-loop management measures will operate with the “14+7+7” centralized closed-loop service mode: the relevant personnel are on duty for 14 days and stay in the closed-loop accommodation for closed-end management until off duty, will be arranged for a closed-loop transfer to quarantine hotel for 7 days centralized medical observation, followed by 7 days home isolated health observation. During the period, closed-loop personnel are required to measure body temperature and perform Nucleic Acid Test (NAT) regularly, and the frequency of NAT will be strictly adjusted according to the requirements of government health authority.

During the closed-loop operation, the entire General Aviation Maintenance Hangar will be used as a closed-loop facility and temporarily converted into airport restricted area. The closed-loop management residence can accommodate 26 persons at the same time, with Personal Protective Equipment (PPE) dressing and doffing area, bedroom, lounge, pantry, toilet, shower, laundry and drying room, as well as Wi-Fi, landline telephone, fitness facilities while the room is equipped with bedding, heating and cooling air conditioners, lockers, etc. During the stay, related personnel must enter and exit the closed-loop area through designated passages and cannot use public facilities or transportation with other personnel and have to stay in the closed-loop area and are strictly prohibited from entering the apron during non-working hours. Staff involved in the closed-loop management plan according to the authorities’ assessment are from different service providers, thus meals will be arranged by CAM to be provided by MCS - Macau Catering Services Company Limited.

In addition, AOD also coordinated with Health Bureau (SSM) to deliver two Anti-Coronavirus Health Talks to relevant airport staff and operators on the afternoon of the same day (24th January 2022), introducing the closed-loop management personnel infection control plan and related pandemic prevention measures.
