CNS System Replacement of Macau International Airport Enters into the Design Phase

On 25th July 2023, the kick-off meeting of Design and Technical Support Services for Communication, Navigation, and Surveillance (CNS) System Replacement of Macau International Airport (MIA) was successfully held, marking a significant milestone of the project entering into the implementation. The CNS project aims to strengthen the professional management and operation capabilities of Air Traffic Services at MIA in conformity with the airport expansion plan, so as to make contribution to the high-quality development of civil aviation industry of Macau.

Mr. Chu Tan Neng, Executive Director of Macau International Airport Company Limited (CAM) and Leader of the CNS Project Leading Group, expressed his warm welcome to the design group of China Airport Planning & Design Institute Company Limited (CACC), which was awarded the project through bidding, and the fact that the company attaches great importance to the project, hoping that the cooperation will achieve a complete success. Mr. Freeman Lo, Senior Safety Officer of Civil Aviation Authority of Macau SAR (AACM), shared the rules and regulations applicable in Macau and the development trend of international Air Traffic Management (ATM) technologies. Mr. Gary Geng, Director of Airport Operations Department of CAM and Deputy Leader of CNS Project Leading Group, made a speech on the overall design concept for the project, the application of new technologies and the importance of cost-effectiveness. He emphasized that a systematic overall planning shall be carried out, taking into full account of the coordination of the air-ground operation of MIA, the overall capacity increment and the handover mode between Macau air traffic control zone and adjacent controlled areas. The design shall also ensure the principle of fairness and compliance, and meet the core development values of “Safety, Efficiency, and Effectiveness” of MIA.

Before the kick-off meeting, the representatives of CACC design group has already conducted an on-site survey of the current status of existing CNS systems, and paid visit to the air traffic control tower, equipment rooms of CNS/ATM systems and other facilities that are supposed to be involved in the CNS project. The representatives of CACC design group made an introduction on their company background, past working experience, work plan and on-site survey results at current stage in the kick-off meeting. Mr. Liu Juntao, Deputy Chief Engineer of CACC indicated that, considering the particularity of the CNS systems in MIA in terms of its operation management and system construction requirements, CACC would send a backbone design group to fully support the implementation of the CNS project and would provide MIA with a high-quality and cost-balanced smart ATM solution, which would be safe, compliant, highly integrated and automated while meeting actual needs of MIA. In addition, both parties also exchanged on the planning of airport expansion and future ATM development, project design ideas and work deployment, questions about the on-site survey and special requirements for engineering construction in Macau, laying a solid foundation for the subsequent work implementation.

The kick-off meeting was chaired by Mr. Eden Wang, Leader of the CNS Project Implementation Group. A total of about 25 meeting participants included: representatives of AACM, representatives of CACC design group, and all members of CAM CNS Project Implementation Group.
